What it does
This bill excludes from specified environmental and historic preservation review requirements projects to (1) mount or install certain personal wireless service facilities (i.e., antennas, transmitting devices, and related equipment for the provision of personal wireless service) with another personal wireless service facility that exists at the time a request for authorization for the mounting or installation is filed with a state or local government or an Indian tribe; or (2) modify a personal wireless service facility.
In particular, it specifies such projects are not considered major federal actions under the National Environmental Policy Act of 1969 or undertakings under the National Historic Preservation Act. This excludes the projects from relevant reviews that are required under those acts.
